Rahul specifically targeted the “Employment Linked Incentive” (ELI) scheme, alleging that despite its announcement before the 2024 election, the program remained undefined, its allocated Rs 10,000 crore allegedly returned to the treasury.
Rahul said in a post on X, “After the 2024 election, PM Modi announced the ‘Employment Linked Incentive’ scheme, which promises to provide employment to our youth.”
He said, “It has been almost a year since the announcement of the plan, the government has not defined it, and has refunded the allocated Rs 10,000 crore. This shows how serious the PM is about unemployment,” he said.
The Congress leader argued that employment generation cannot be achieved by ignoring the traditional skills and micro enterprises in favor of big corporates. He said, “Jobs cannot be made by focusing only on big corporates, promoting chronies on fair-play businesses, prioritizing the assembly and disregarding India’s indigenous skills,” he said.
Gandhi proposed that meaningful employment only “Investment in MSMEs, in fair markets where competition can be done, local production can support network and right skills equipped with right skills.” But he said, “PM will not agree with these ideas.”
He asked the Prime Minister, “You declared Ellie with a great performance – but where has this plan of Rs 10,000 crore disappeared? Have you left your unemployed youth with your promises?”
He also questioned the honesty of Modi’s comprehensive economic agenda. “When you make new slogans every day, our youth are still waiting for real opportunities. India’s crores of people need strict crores, or is it just another jumla?”
The Congress launched the ‘Exodus Roco Job Do’ journey in Bihar last month, “unemployment was targeted in the province, which was convicted for the migration of the youth population on a large scale.”
‘Misinformation under the guise of clues’: BJP hits back
The BJP rapidly responded to Rahul’s allegations and accused the young Indians of “armed ignorance” to mislead Indians. BJP’s IT cell chief Amit Malviya said that Gandhi was either “badly briefed” or deliberately distorting the facts to “youth of India”. He pointed to the data of employment generation, given that under the Modi government, 17.19 crore jobs were generated between 2014 and 2024–Under the Rupees-Lumb Rules of the RupA, compared to just Rs 2.9 crore.
Malavia said that the youth unemployment had come down from 17.8% to 10.2% in 2017-18 today, which had increased from 34% in 2013 to about 55% in 2024. He also defended the incentive program related to employment of the government, citing the launch of the PM Internship Scheme, which has already attracted 3.9 lakh applicants.
