This is expected to submit an interim report in January 2026 and submit a final report with recommendations within two years, Stalin informed the state assembly.
‘Push for more and more state powers’
The push for more and more state powers was also followed by a major development in which 10 bills passed by the State Legislature were considered to be a law without the Governor’s node after the Supreme Court’s decision.
On 8 April, the Supreme Court ruled that Governor RN Ravi’s decision to accept the re -implemented bills was “illegal and wrong in the law.” A bench of Justices JB Pardwala and R Mahadan stressed that the governors are constitutionally bound to work on the basis of the advice of the State Legislature.
The court clarified that once a bill is reconsidered and re -presented by the state assembly, the governor will have to accept until the bill is quite different.
“The governor’s action to reserve 10 bills for the President is illegal and arbitrary, and thus the action is separated. All the works done for 10 bills by the Governor are set on one side. 10 bills will be considered clear from the date when it was re -presented to the Governor,” read the decision.
Some bills were pending from the beginning of 2020.
Sharing the Supreme Court verdict in the Assembly on 8 April, Stalin described it as a historic moment and a collective victory for all Indian states.
He said, “I would like to inform this House about good news. Our Tamil Nadu government has received a historic decision. The Governor returned various bills, which were passed in this assembly, without agreeing,” he said.
Stalin said, “The Tamil Nadu government launched a case before the Supreme Court. The Supreme Court has said that the Governor Bill is illegal. The Supreme Court has given a historic decision. It is a major victory not only for Tamil Nadu but also for all states in India. It is a win for all state governments.”

On 4 April, Stalin informed the Tamil Nadu Legislative Assembly that the resolution passed by the state had demanded exemption from the National Eligibility cum Entrance Test (NEET), rejected by the President. He strongly criticized this decision, called it “dark chapter in federalism”.
The committee will also include former bureaucrat Ashok Vardhan Shetty and members of former Vice President M Naganathan, former Vice President of State Planning Commission.
The Chief Minister said, “According to the committee law, to transfer the subjects, which went to the concurrent list from the state list, will study.”
The newly formed committee is working to investigate the state autonomy, conduct research and submit an interim report to the state government by January 2026. The final report is expected to be completed by 2028.
Stalin said during his address to the state assembly, “This committee will carry out research and will provide recommendations to strengthen relations between the state and the central government.”
Reiterating his opposition to the National Eligibility-cum-entry test (NEET) and three-language formulas under the National Education Policy (NEP), the Chief Minister said that NEET has suffered losses of many student lives.
“We have lost many students due to the NEET exam. We have consistently opposed the NEET exam. In the name of Triple Language Policy, the Central Government is trying to impose Hindi in Tamil Nadu.
Since we have denied NEP, the state has not been released by the central government Rs 2500 crore, “Stalin said.
He also urged that education should be made a special subject of states, which was called to reversed the 42nd constitutional amendment, which transferred education to the concurrent list.
The Chief Minister’s comment comes in view of a decision by the Supreme Court that Governor RN Ravi’s decision to assure ten re -enacted bills was “illegal and wrong in the law.”
On 8 April, a bench, including Justice JB Pardwala and R Mahadevan, said, “The governor’s action to reserve 10 bills for the President is illegal and arbitrary, and thus the action is kept separate. All the action taken by Governor Therrito for 10 bills is separated. 10 Bills will be clarified to be clear from this date.”
