The procedure for grant of domicile certificate, notified in a separate set of rules, makes the Tehsildar a competent authority to issue a dominance certificate; An official appointed by the UT Administrator will do the same for the children of Central Government officials with a 10 -year service in Ladakh.Ladakh Autonomous Hill Development Council (LAHDC) Regulation 2025, informed on Tuesday, “The council will be reserved for women not less than one third of the total number of seats in the council and such seats can be allotted by rotation for various regional constitutions”. This step is in line with the spirit of the Women’s Shakti Vandan Act, which provides 33% quota to women in Lok Sabha and State Assembly.Ladakh has two autonomous Hill Development Council – one -one for Leh and Kargil.The Center assured a delegation from Ladakh in December 2023 that it was committed to rapidly tracking the development of UT and fulfilling people’s aspirations in the region. Subsequently, an HPC for Ladakh was formed under Nityanand Rai. In August 2024, the Center created five new districts in Ladakh – Zanskar, Dras, Sham, Nubra and Changthang.
