The apex court also pulled the petitioners to file the PIL and said that the judges are not experts in the investigation of terrorist cases. “Before filing such notes. However, the bench said that the petitioner would be on freedom to transfer the high courts concerned for the safety of students from Jammu and Kashmir, studying in states under those HC courts.
