21 countries should not travel to Americans: Complete list of warnings of US State Department

The US State Department has advised a level 4 “not travel” for 21 countries, adding two new nations to the list in April. These warnings cite risks including terrorism, civil unrest, wrongly autocratic, armed conflict and health emergency situations.
Complete list of countries under ‘Not Travel’:

  • North korea
  • Burkina Faso
  • Yemen
  • Iran
  • South Sudan
  • Syria
  • Congo democratic republic
  • Afghanistan
  • Lebanon
  • Central African Republic
  • Bellorus
  • Iraq
  • Ukraine
  • Venezuela
  • Hati
  • Libia
  • Somalia
  • Russia
  • Burma (Myanmar)
  • gardener
  • Sudan

The State Department regularly updates its travel advisory system, which ranks destinations on a scale of 1 to 4:

  • Level 1 – Exercise general precautions
  • Level 2 – Exercise increased caution
  • Level 3 – Rethinking Tour
  • Level 4 – Do not travel

American is still traveling more
Despite the growing list of “not travel” warnings, Americans are eager to travel in 2025.
A March report by the US Travel Association found that domestic travel expenses have increased by 0.8%. And even though consumer confidence in the US economy has fallen every month this year, Americans are still planning.
In fact, a record number of people stated that they had visits to the next six months, the association said.
But less people are traveling to America
While the American is going abroad, international travelers are hesitant about going to America
According to government data:

  • 7.1 million visitors from abroad entered the US between January and March 2025, a decline of 3.3% from the same period last year.
  • The forecast for the remaining year is modified downwards.
  • Tourism economics, which predicted an increase of about 9% in arrival, is now expected to fall by 9.4%.

Some drops are being attributed to political stress and security concerns:

  • Foreign travelers are allegedly closed by tariffs and rhetoric from former President Donald Trump,
  • And the custody of the boundary of tourists has added to restlessness.
